No Future Vent In Basement--Where do I vent Toilet, Sink and Shower

Builder built this house in 99. Stub outs exist for all three W/C, Lavatory, and shower. Builder did not install future vent in basement ceiling piping that services any drains or existing vents. I have horizontal 3" PVC lines running to eventual 4" lines. I also have a washing machine drain above in the adjacent basement closet. I live in Cobb GA. Need to know if 1. I can run a wet vent into existing 3" horizontal drain line, OR install outside wall vent that does not goto roof OR do I just rub a 2" pipe up the wall into the washing machine room tie vent into the existing waching machine vent line?

Is the lavatory stub out in the basement? What does that look like, and if it is in the basement, what makes you think there is not a vent already?
