Stumped, and hoping it is not bad. No cold water in shower.

On the road, seeing the states.
Working on a shower. Turn the handle an 1/8th turn, usually cold water should come out, but nothing. Another 1/8th turn and you can start to hear something, but water is just starting to drip out. Continue to turn and more the water starts to flow. It is just hot water, and too hot to shower in.
It is a tile shower and I am afraid someone forgot to turn on the cold connection. Could it be something else?
I cannot get to any of the fittings other than take off the handle and face plate.
Any help would be much appreciated.

The water may be reversed in the wall then. lift out the retainer clip, pull the cartridge and reverse it 180.
Make sure the water is off first.

What does "working on the shower mean"? If you had to turn off the water then back on, the shut off valve seat washer may have dislodged and not opening up or disintegrated and the debris plugged up the MOEN cartridge.
Search on MOEN replacement cartridge 1222.

IF there is no cold water TO THE SHOWER VALVE CARTRIDGE, that valve will shut down completly and not let ANY water, flow out of it. So you have a problem we may not be able to diagnose without being there.

I am not an expert but if the hot and cold were reversed as Terry suggests, would not the cartridge allow what should be cold (but is now hot) to go through?

From the picture it looks like this is not a new install and so assume it worked at one time. If someone took out the cartridge and put it back in the reverse configuration then it makes sense to flip it as Terry suggests.

A simple test to see if cold water is available at the rough-in would be to turn off both the main and hot water water supply valves, remove the cartridge, and have someone turn on just the main supply briefly to see if cold water comes out. That would rule out the upstream plumbing.
