TOTO Neorest 500 installed but it does not seem to flush properly

I have a TOTO Neorest 500 installed but it does not seem to flush properly. For example if i have a little piece of tissue paper in the bowl and i try to flush, water enters the bowl but it does not really suck in and as a result the tissue hardly flushes. Kindly assist. Thank you.

The 500 uses a pump for flushing. Is yours plugged into power?
