I'm not sure what all the reasons are for the minimum floor-to-trap distance in UPC 804.1, but I assume the basic idea is to keep the standpipe high enough to avoid tub siphoning, and to keep the volume of the standpipe high enough to handle the flow at the start of the drain cycle but low enough to prevent trap flushing. In this case you're dealing with a front-loading washer that uses a third as much water as a conventional top-loader, and is really closer to a dishwasher than a washing machine, which clearly is not the situation the code was written to handle. If your inspector is reasonable you might be able to talk him out of 2" of standpipe height. Good luck.
