American Standard make several acutator units. Some appear to be the same, but actually have significant differences. The one from the hardware store may have a "float tube" that is sealed at both ends. The Luxor requires one that had the seal in the middle of the tube and the other half hollow with an opening on that end. The extra floatation of the complete tube causes the bouncing.

: I have replace the filling unit with a standard mechinism found at my local hardware store 3 years ago.
: Since the actuator started bouncing, i have replace the actuater, disk, and valve seat.
: My vent appears to be clear on the roof.
