Luxor bouncing actuator unit

I have a luxor #2002 ventless toilet. Lately the actuating unit will start bounceing while the tank is filling, and sometimes flushing on its own. I have replace the filling unit with a standard mechinism found at my local hardware store 3 years ago. Since the actuator started bouncing, i have replace the actuater, disk, and valve seat. My vent appears to be clear on the roof. any ideas? feel free to email me or post a reply Thanks in advance chris
