You have a clog or malfunction of the mixer valve. Pressure and volume are not the same. A brief illustration. Home ice makers have a 1/4" supply line that is teed off of a 1/2" supply line that goes to other fixtures. A pressure gauge connected to the ends of each of these lines would show the same pressure, but we would not expect the 1/4" line to deliver the same volume of water as the 1/2" line. Your shower valve when it is off has full pressure behind it, but when it is opened, the clog in the valve won't allow a full volume of water. It's like cutting the size of the pipe from 1/2" to 1/4". Repair or replace the mixer valve.
