This faucet is used very regularly and we are puzzled by what is causing this. Any ideas? I have read about the hot water heater problems, but this is the cold water and only in one room!

Are you positive it's not caused by slime/funk in the drain assembly or the overflow opening in the basin? It would be rare if the odor was from one particular faucet since all the piping feeding the fixtures is from one source. Clean the drain with bleach and let it run down the overflow. You could even try removing the faucet aerator and replacing it but if that was the cause, the hot water would smell also...
