That does seem like more water than would come from a leaky flapper. It's hard to dispute a meter reading though. Perhaps you have a leak in the main line. They are buried fairly deep so a leak would not necessarily show on the surface for some time. Make sure there is no water being used in the house and check the meter over a period of time. It shouldn't move, so if it does, that would indicate a leak in the main supply.
