Your plumber is an idiot.
Replacing a T&P valve without knowing why it relieved itself is just ignorance. To replace it with one rated higher is criminal.
A T&P valve only releases water for 2 reasons, temperature or pressure. Yes, they can get old and the spring will weaken so water is released under rated pressure.
You absolutely need a second opinion by a professional plumber. You need to know what the pressure is one the water lines. You need to know what the temperature is inside the water heater.
You have too much liabilty exposed by the reasons you stated to just have some plummer' stick anything in the water heater to stop a leak while the check for the service call clears.
