They will freeze unless you bury them below the frostline. You could try one of those heating wire wraps with a thermostate, but I wouldn't trust them. Note that just putting insulation wrap or foam around them won't protect them from freezing. Insulation does not provide heat, it only slows the process of heating or cooling. When I supplied water to my garage/shop, I trenched 3 feet deep which is 1 foot deeper than the frostline on the worst winter on record. You don't have to worry about the sewer freezing, a properly sloped drainline is dry except when actually draining, and that water is running and will not cool fast enough to freeze.
