Thanks Deb, I will wrap the stubs and vents with sill seal where they will come through the concrete. I have a 4x3 reducing closet el with a 4" stub sticking up through floor level that I was going to wrap and cut off at finish level. The flange slips inside the 4". I am assuming that is OK.
