Surely an 8 floor condo has a maintenance person responsible for stuff like this?!?!

: Can anyone help me with this? I live on the 8th floor of a condo and when I flush, the water level rises quite high then goes down after a few minutes. The toilet "matter" has also overflowed into the shower...Plunging didn't do anything but it didn't seem to be a great seal. I'm about to go purchase a different one and see if it helps. Is this a bigger job than a simple plunge? HELP!
