It doesn't hurt your sewer itself to have the sump pump draining into it, but it hurts the treatment plant by generating more water that needs to be treated, so in most areas it's illegal.
Can you discharge onto the driveway or some other place where the water will run away from the house and eventually to the street? Can you run underground to a "bubbler" in the yard?
You can always tell the city that you want to get your downspout drainage away from the house, and ask how they want you to do it (storm sewer tie-in, curb drain, etc.) and see what they say.
