If a plumber has taken off the strainer recently, you should be able too also. If you're using a strainer wrench, you may need to use a pipe wrench to turn it instead of a pair of tongue & groove pliers. Repeated removal of the strainer is going to lead to problems with the gasket under the bathtub strainer, you may want to consider removal of the liner or replacement of the bathtub tub if the bottom inside of the bathtub is in very poor condition.
