In response to Re: leaking shut off valve
: My son has tried several times to fix the leak at the shut off valve located near his hot water tank. This is not the valve for the hot water feed. This is the incoming feed for the whole house. We tried to replace the velve with a new one,but it still leaks. We used PVC pipe cleaner and cement on the repair without any results. Could you please help? Thank you.

What type of piping material are you using?, you mentioned PVC, I hope that was a mistake. If you're working with CPVC and the joint is leaking, you would need to replace the section of piping & valve, use the appropriate pipe joining compounds for the material you're working with. Trying to re-glue the outside of a leaking fitting will not work on a water feed line.
