You most likely have a drain clog/partial restriction that needs to be snaked & cleared. The access to snake the line will be either from the toilet drain, or a clean-out fitting on the drain line below the toilet.
...If you have a house trap before the main drain leaves the house, check that for an obstruction which can cause a problem like yours.
