If you replace the flapper, it will use more than 1.6 gallons.
Is it not working with the current flapper, or do you just like the idea of more water?
I would be inclined to leave the flapper "as is" and hold the trip lever down when or if needed.
Why increase your water bill for no added gain?
4 out of 5 times, you will need less than 1.6 to clear the bowl. Why use so much water every time?
