Thanks for your prompt reply. Since the tank only empties half the contents before the flapper closes, is this a function of the design of the flapper. In other words, is it the flapper design that makes it a 1.6 gpf? It appears there is more than 1.6 gallons in the tank.

If I can replace the flapper, could I get a flush of more than 1.6 gallons?
