: I was quoted a price for rough-in plumbing. What I have is pipes leading to the basement, nothing connected. I have a whirl pool bath without connections and a powder room toilet that is just a hole in the floor. Can you please tell me what exactly does rough-in generally include? "Rough-in" is a defined term that includes work installed beneath floors, underground, within walls and/or above ceilings. Jurisdictions with inspection departments usually require an inspection prior to enclosing or covering this work in order to protect the owners and users of the structure. LonnythePlumber
