: I was quoted a price for rough-in plumbing. What I have is pipes leading to the basement,nothing connected. I have a whirl pool bath without connections and a powder room toilet that is just a hole in the floor. Can you please tell me what exactly does rough-in generally include?

Generally what "rough-in" plumbing includes is everything that is going to be concealed; (behind walls, under floors, in ceilings, etc.).
As mentioned, what would be included in your particular price quote is based on what exactly was discussed, what was put in writing and what you and the plumbing contractor agreed to.
