Depending on the brand and model, if it is a so=-called pressure balanced unit, the balancing spool can get stuck, particularly during a period of non-use. Disassemble , clean, and lubricate. If it not a press. bal. unit, probably some debris has lodged inside the assembly somewhere. Disassemble and clean.
