Shower Control Problem

We have an inlaw apartment attached to our house with a seldom used full shower in it. Since we are in the process of remodeling our main bathroom, we decided to use the extra shower. Unfortunately, we have found that we are getting only hot water out of it. It has a single control valve for the shower that regulates the temperature (right for cold, left for hot). When we turn the control on (to the cold side) we get only a small trickle of water that eventually turns hot. When we turn it towards the hot side, we get full pressure and hot water. Can anyone offer any suggestions on what could be causing this? We have a kitchen with a fully functioning sink on the adjacent wall to this shower, as well as a washing machine, toilet and sink in this bathroom that are also fully functioning with cold water.

Any advice would be greatly appreciated!
