Hydralic cement will seal water leaks, even when water is still leaking through the crack or space. In fact, it must be wet when you apply the product. You will need to enlarge the space around the pipe and into the wall a little way to make space for the new cement. It sets up very fast, so mix only what you can use in 3 to 5 minutes. Force it into the gap with a stiff putty knife. Wear protective latex gloves as it is caustic. I am dubious about the use of plastic pipe for a supply line through a concrete wall, but that's another story.
