Just for a point of interest. A T&P valve is not (IS NOT) a means to control thermal expansion. IPC (2003) sec.504.4.1 I could write it out, but why, we know it... Please remember, code is a minimum installation for safety. The fact that code does not require an expansion tank does not mean that physics works differently. Water still expands. I would not even consider a water heater on a closed system without thermal expansion in mind. I have insurance, but it doesn't bring back the dead.
