The problem has to be a clog or broken supply line. The toilet valve may be the source of the water, but for that to flood your condo, the toilet would have to have been clogged. The valve should be replaced anyway, it's an easy, inexpensive task. The 110 PSI is 2 to 3 times more than the 40 to 60 PSI that is considered normal, but that may not be the immediate problem. The condo assn. should see to a pressure regulator. I'd recommend you have all drains checked to ascertain that they are clear and running freely, press the condo assn. for a pressure regulator, and repair your toilet.
