How much for a rough in that *has* the plumbing in place?

Recently purchased a townhouse in the DC area with a furnished basement. The walls and everything are already in place and I assume has the plumbing in place. What I mean by this is the room has two PVC caps over pipe in the floor - I naturally assumed they were for a toilet and sink. Anyway, what kind of time/cost are we looking at to buy and have the toilet/sink hooked up? We dont really want to do anything fancy to the room, its already sheetrocked so the only "fancy" thing I can think of would be the installation of a fan. Thanks much. JC
