I would avoid using wood shims for shimming a toilet due to 2 factors, 1-the wet environment that would possibly exist on a bathroom floor may lead to rot and or softening of the shim, and the wood shim may be suceptible to compression. Use the plastic shims or in a pinch a coin works well, always caulk around the fixture.
