Yes. Every fixture needs its own individual vent. The vent must be within a specified distance from its trap. This distance is determined by the code you are under--UPC is 6' max. The vent can tie in with another vent 6" above the flood rim level of the highest fixture the vent serves or out the roof by itself. UPC requires a 2" vent on toilets.
