It depends on how deep the drain line is below the floor level weather it can be used to connect a basement bathroom. There are rear outlet toilets available but certain codes need to be followed concerning installing one.
A licensed plumber will be able to advise you after seeing the conditions. This type of work also requires filing and permits.
