:On many pressure balanced units, water is either "on" or "off". No volume control. This is a drawback of single-control units. If you have separate ON/OFF/VOLUME and TEMP controls, this should not be a problem. Note that ALL shower heads are limited to 2.5 gallons per minute per FEDERAL LAW. This is probably in the top 2 of all complaints received by plumbers and supply houses, exceeded only by complaints about low flush toilets. And in recent years, they have actually improved the toilets, leaving the shower head problem unresolved.
