: I am ready to glue my toilet flange inside the 3 inch ABS pipe. The flange edge rests half on top of the concrete securely and half over the opening in the floor. Because of this, there isn't a good surface to bolt the flange edge to the floor. The vertical 3 inch ABS pipe is set in concrete so it won't budge and when I dry fit the flange on top of it, the flange rests partically on the cement floor and will not move either, let alone when I glue it to the ABS? How important are the bolts if the flange assembly does not move without them? Do not use a closet flange that goes inside of 3" pipe. This is not to code. Get one that glues to the outside of the pipe. Deb The Pipewench
