Or am I out of luck? : : thanks : you might want to check the post on 3/10/04 "low flow toilets" and the responses--VS Reply: If your problem is not an obstruction inside the toilets trapway, you may be able to alter the flush of the toilet by raising the water level in the tank, changing the flapper to a different style or simply holding the toilet handle down for a second or two longer while flushing.
