A bathroom in a basement definitely needs its own vent. But are you sure the two openings were for a toilet? Two openings with screw plugs in them usually indicate sewer cleanouts, not future plumbing connections. If so, that would be the reason there are no vents extended into the basement. : You don't need a vent for a toilet with 6 feet or less run to the main drain, so the fact the toilet flushes OK doesn't prove anything. Can you go to the roof and use a long tape measure to see how far the vent goes? You may have to get a plumber to analyze your set up to know for sure.
