How does building up sediment reduce or increase pressure? It reduces flow which is totally different. You have a water chemistry problem, not a pressure problem. Your contractor is looking for a fool and your in line. Get another estimate from a professional plumber and let him/her see what problems you have for plumbing. A gauge will tell you the pressure, but what does it really show you?
