The most likely point for there to be a high temperature would be where the wires are connected to the "element", or in the juction box near the heater.
: I have an Intertherm "Softheat" baseboard heating unit. There is obviously a power source but I'm not sure what is inside the heating element (like a chemical or something). In any case, whenever i turn it on (ie raise the thermostat), there is a foul smell, like plastic burning. I have removed the cover of the unit and vacuumed it thorouhgly. there are no foreign objects visible near the heating unit.
: Any idea what's wrong?
