It looks as if the p-trap for the pedestal sink will come out no lower than 19" from the floor. The wet bar sink won't be deep enough that it would matter if the stub out is around 20 or 21" from the floor. Someone recommended 18" for the height on the stub out. Is there any requirment that it be this low?

As long as the pedestal is hollow in the rear, the stub-out height for the lav drain could be 16", 19" or even 22" if it needs to be, based on the distance from the floor that the lavatory drain assembly (pop-up) is.
