Venting ?

Have a roughed in basement bathroom with no vent pipe to tie into. Looked at old pictures of our house construction and saw that in the 1st floor powder room there is a 2 in vent pipe from vanity sink that runs somewhere up to attic. The powder room is almost on top of the basement bathroom. My question: Can I break into the powder room wall and run a T back down to basement to provide a vent path for the tub,toilet and vanity down there? Is it legal to tie 2 in vent pipe from the basement into another 2 in pipe which serves the powder room? Thanks!
