: Remove the bolts, and check the china, sometimes I sand it with emory cloth to knock down rough edges.

I purchase two of these toilets,and they flush just fine,but,.I am having the same problem leaking at the bolts.The problem I think it is is the big rubber sealin the center of the tank.also.You can not tighen down the tank too far,or the china willcrack.
