Most likely the filter needs to be changed, even if it was recently changed. When the power was off and the tank drained completely and a large amount of dirt/sediment came out of the tank and moved into the filter. The reason a large amount of dirt was in the tank is because the tank does not have the proper amount of air precharge (air pressure). And now your husband let even more air out! The air pressure should be one pound less than the pump starts at (cut in pressure).
