What is the pipe upstream of the shutoff valve? If soft copper you can cut off everything from the valve to the toilet, put on a new compression fitting quarter turn ball and use a braided flex line from the valve to the toilet tank. If hard copper sweat on a valve or NPT adapter and then replace as above with a sweat or NPT valve. If steel pipe, the existing and replacement valves will have pipe threads, again no big problem to replace. Depending on your ability, this is an easy afternoon job. You can get the parts at your local hardware store for under $25.
