: : : Curious why a lot of new toilets I've used require the handle to be held down for a thorough flush due to flush valve prematurely sealing before tank is sufficiently empty to do the job???

: : Holding the handle down while flushing allows more than 1.6 gallons of water to enter the toilet so it actually increases the flush. Some toilet flappers can be adjusted to stay up longer.

: Yes, that's true. The flapper on this model (an Eljer) doesn't appear to be adjustable at all and leads me to believe there are poorly designed toilets being pawned off on the public. Do you believe this to be true?

I don't purchase or install that brand. I find that Gerber, A/S, Toto all are very reliable, have better flushing power and parts are readily available. Check the website of Eljer, maybe they can assist you.
Good Luck. e-plumber
