:Caulk that is well adhered, and not stained or mildewed, could be left in place. But if you caulk over the old with new caulk, that may be unsightly, and the new may not adhere well.

It is usually best to strip out all the caulk, clean and dry the area, and reapply the smallest possible bead of new caulk. You will like the appearance of this job much better.
