I agree that your should keep your vent stack clear of snow and other blockages, but that being said, I doubt that a snow-blocked 3" vent would cause significant "slowing" of your fixture drains. It could certainly lead to siphonage from fixture traps. If you encounter really sluggish drainage, I'd be suspicious of a drain clog further down the line. NtP
