: My toilet sometimes won't flush. I looked in the tank and the water level is very low and won't fill. I turn the water off and turn it back on and the tank fills normally after that. (I have pipe noise for a second when I do that) : Why is this happening and what needs replacing? Thanks! I can just contribute to your problem by saying in emergency when the toilet is not flushing open the tank and lift the cap for a few seconds usually looks like a black rubber cap that allows the water to enter the toilet . This sugestion will temporarily flush your toilet. Good luck and call a plumber.
