First, understand the difference between pressure and volume. They are related, but not the same. The main problem sounds like one shower drain is partly clogged. It's a 2" drain, and there's no way a shower head could supply more water than that could handle. It may be the imbalance in pressure could be remediated by adjusting the cut off valves.
