surging, sputtering water

I recently moved into a house in upstate NY. I have my own well and septic system. About 2 weeks ago, the water in the house started surging/sputtering (as if there were air pockets in the line). Then about 2 days ago, the water started coming out VERY brown (both the hot and the cold water). I have no idea if these problems are related, but I suspect they are. Am I looking at a new pump (or well for that matter), or is it maybe a problem from the freezing weather we've had here over the last month? Or something else entirely?
