The "gurgling" and "bubbling" of the toilet bowl makes me thing that the problem is one of inadequate venting. Replacing the sewer line, since it was apparently damaged, couldn't hurt, and probably improved drainage somewhat. Buteven a good sewer line will do what you describe if venting is defective.
