There could be a few reasons for this; the T & P is defective, excessive water pressure in the system, the need of a thermal expansion tank, or the water heater relief valve is releasing because of excessive water temperature, (which would be rare, 210F).
If replacing the T & P doesn't stop the problem, seek the help of a professional, for your own safety.
