In the first place, the only water that remains in a drain is in the traps. The pipes themselves are empty except during actual use. If the house is closed with no heat, the traps could freeze just like the water pipes. If that is not the case, then your drain is clogged. Do not put chemicals in the drain to try to open it. They usually do not work and create a hazzard for plumbers.
